China’s central bank on Monday announced 23 steps to provide financial services for socioeconomic development and coronavirus prevention and control, as the country ramps up efforts to relieve the economic burden caused by the sudden resurgences of the coronavirus in multiple cities.
China will increase financial support for industries, enterprises and people affected by the epidemic, guide financial institutions to expand the scale of loans and make appropriate interest concessions to the real economy, and better deploy inclusive financing for micro and small firms, noted a circular jointly released by the People"s Bank of China (PBOC) and the State Administration of Foreign Exchange (SAFE).
The PBOC noted that it would continue to use the 400 billion yuan relending quota that was originally used to support small and micro-credit loans. It added that the relending quota could be increased further if necessary.
The PBOC said that it would use multiple monetary policy tools including open market operations, the Standing Lending Facility and other means to provide ample liquidity to the market. It would also prevent banks from restricting or stopping loans to help companies withstand the impact of the coronavirus.
For people who are infected with the virus or who lose their income temporarily because of the epidemic, the banks are asked to support them by adjusting loan repayment arrangements, such as postponing their payment of mortgage loans.
Financial institutions should address the financing needs of transportation and logistics enterprises and truck drivers, and make reasonable arrangements for loan extension or renewal as appropriate if those entities face difficulties in repaying their loans.
4月18日，中国人民银行、国家外汇管理局印发《关于做好疫情防控和经济社会发展金融服务的通知》（以下简称《通知》），从支持受困主体纾困、畅通国民经济循环、促进外贸出口发展三个方面，提出加强金融服务、加大支持实体经济力度的23条政策举措。
《通知》指出，要发挥货币政策总量和结构双重功能，加大对受疫情影响行业、企业、人群等金融支持。
中国人民银行将保持流动性合理充裕，引导金融机构扩大贷款投放、向实体经济合理让利。适时增加支农支小再贷款额度，用好普惠小微贷款支持工具，按照地方法人金融机构普惠小微贷款余额增量的1%提供激励资金，将原用于支持普惠小微信用贷款的4000亿元再贷款额度继续滚动使用，促进金融资源向受疫情影响企业、行业、地区倾斜。保障留抵退税资金及时准确直达，促进市场主体尽早享受到政策红利。
对因感染新冠肺炎住院治疗或隔离人员、疫情防控需要隔离观察人员以及受疫情影响暂时失去收入来源的人群，金融机构要及时优化信贷政策，区分还款能力和还款意愿，区分受疫情影响的短期还款能力和中长期还款能力，对其存续个人住房等贷款，灵活采取合理延后还款时间、延长贷款期限、延迟还本等方式调整还款计划予以支持。
为落实好全国保障物流畅通和促进产业链供应链稳定会议精神，《通知》要求，发挥好民航应急贷款作用，加快科技创新再贷款落地，建立信贷、债券融资对接机制，支持货运物流畅通和产业链供应链稳定循环。金融机构要主动跟进和有效满足运输物流企业、货车司机的融资需求，对暂时偿还贷款困难的，合理给予贷款展期和续贷安排。对货车司机、出租车司机、网店店主等灵活就业主体，比照个体工商户和小微企业主，加大经营性贷款支持。
China should issue a sufficient number of national unified travel passes and not restrict transportation under the excuse of waiting for nucleic test results, Vice Premier Liu He said during a teleconference on Monday held to maintain smooth logistics.
Liu stressed that nucleic acid tests with a sampling interval of over 48 hours should be recognised across the country, and that logistics workers should not be restricted while waiting for test results. The country will also leverage funds to help stabilise supply and industrial chains, and will also create a "white list" of foreign trade firms and companies in the automobile, medical and other key sectors.
4月18日，全国保障物流畅通促进产业链供应链稳定电视电话会议在北京召开。会议指出，要求努力实现“民生要托底、货运要畅通、产业要循环”。

要逐个攻关解决重点地区突出问题。要着力稳定产业链供应链，通过2000亿元科技创新再贷款和用于交通物流领域的1000亿元再贷款撬动1万亿元资金，建立汽车、集成电路、消费电子、装备制造、农用物资、食品、医药等重点产业和外贸企业白名单。
The NDRC said on Tuesday that the country will continue to purchase pork to replenishreserves if the price of live pig stays at a low level. And according to the NBS yesterday, China’s s live pig inventory rose 1.6 percent to reach 422.5 million at the end of March. The country produced 15.61 million tonnes of pork during the first quarter, up 14 percent from a year ago.
国家发改委将持续猪肉收储：19日，国家发改委表示，如果后期生猪价格继续低位运行，国家将持续收储并指导地方开展收储，推动价格尽快回归合理区间。据国家统计局18日公布，一季度末，生猪存栏42253万头，同比增长1.6%。猪牛羊禽肉产量2395万吨，同比增长8.8%，其中猪肉产量1561万吨，同比增长14%。
Update on COVID-19疫情简报
A number of restaurants in Shanghai, including fast-food chains Burger King and Kentucky Fried Chicken, are taking orders again after the Covid-19 outbreak comes under control. A total of 545 direct stores of Lianhua supermarket have also resumed services as of April 12 evening. Carrefour, another big supermarket giant, is expected to have 24 to 27 stores open for online orders by the end of this week.
上海多家餐饮、商超复工复产：近日，在严格落实疫情防控措施的前提下，连锁餐饮、超市卖场、药店等商业网点应开尽开。连锁餐饮方面，部分门店支持外卖订单，4月10日起，汉堡王、肯德基等快餐行业恢复营业；4月13日起，麦当劳将增开超20家保供餐厅，分布到上海12个区。超市卖场方面，多数商超也已经重启线上服务，保障市民的“菜篮子”，截至4月12日晚，联华超市及世纪联华共有545家直营店及加盟店复工。大型连锁超市家乐福18日表示，预计到本周末将有24至27家门店开放线上下单。

Shanghai-based automobile assembly and parts manufacturing units of SAIC Motor have started stress tests to resume production, focusing on measures to ensure personnel and supply chains under closed-loop management with virus-control measures, the country’s largest automaker said Monday.

BYD’s shares rose after the Chinese carmaker said it expected first-quarter net profit to have soared between 174 percent and 300 percent from a year earlier because of a sharp increase in new energy vehicle sales. Net profit was likely to come in between 650 million and 950 million yuan, the Shenzhen-based firm said in an earnings forecast yesterday.

Zhiji Automobile, the electric car joint venture of SAIC Motor, Alibaba Group Holding, and Shanghai Zhangjiang Hi-Tech Park Development, has launched its first model on schedule. The L7 Dynamic and the high-end version L7 Pro went on sale on Sunday and they cost from 368,800 yuan and 408,800 yuan respectively.

Chinese stocks closed lower on Tuesday. The benchmark Shanghai Composite closed almost flat, and the Shenzhen Component dropped 0.5 percent. Agriculture, fertilizer, pesticide were among the top gainers, while shares in CRO and semiconductor saw great losses. The Hang Seng Index closed 2.28 percent lower as the TECH Index lost 3.79 percent.
